Important: Cannabis laws change frequently. This information is current as of June 2026 but may not reflect the most recent changes. Always verify current laws before traveling or consuming cannabis in any country. Never transport cannabis across international borders.
European Momentum
Germany's 2024 legalization has accelerated cannabis policy discussions across the EU. Luxembourg, Czech Republic, and Malta have enacted or are advancing legalization measures. The European Court of Justice has ruled that member states cannot ban CBD products from other member states.
Medical Access Expanding
Over 50 countries now have some form of legal medical cannabis. The WHO's 2020 rescheduling of cannabis under international drug conventions removed the most restrictive barriers to medical research and access globally.
Research Acceleration
The US rescheduling to Schedule III in 2024 and Germany's legalization have significantly increased research funding and institutional support for cannabis science globally. 2025 saw record publication of peer-reviewed cannabis research.
Harm Reduction Focus
Countries are increasingly adopting harm reduction frameworks — emphasizing consumer safety, quality testing, age restrictions, and education over prohibition. Switzerland's pilot program model is being studied as a template for evidence-based policy.
